We are now in the era of global competitiveness. The Philippine economy, more than ever, requires specialized technical manpower to meet the demands of the present times as well as to cope up with the rapid changes in science and technology brought about by the developments in highly industrialized countries. Presently, our labor-market situation shows that there is a limited and prescribed demand for scientists/engineers and a scarcity of technicians. The technician is one who occupies a position between that of the engineer and the craftsman and whose education and specialized skills enable him to render proper technical judgment. He interprets designs, implements them into working models and sees to it that the craftsman's job is done properly.
In response to this concern of developing a greater number of competent technical manpower, the Science and Technology Scholarship Act of 1994 (Republic Act 7687) was created. By this legislation, the government through the Department of Science and Technology - Science Education Institute (DOST-SEI) is offering scholarships in various technology areas. Talented and deserving high school graduates will be financially supported to pursue specific careers in industrial technology. These scholars will be trained in the different accredited Technical Education Institutions to become part of the country's much-needed technical workforce.
