President Rodrigo Roa Duterte conferred the Philippine Quality Award (PQA) - Recognition for Proficiency in Quality Management (Level 2) to the Department of Science and Technology (DOST) Region IX during the PQA Conferment Ceremony held at the Heroes Hall, Malacañan Palace on 24 October 2018.
DOST IX is the lone national line agency in the country to have been conferred with PQA Level 2 as of this writing. The Recognition for Proficiency in Quality Management is awarded to organizations that demonstrated a thorough implementation of quality and productivity management principles and have significant progress in building sound and notable processes. Moreover, a solid approach to system-level quality and productivity management adds up to the extensive lines of criteria to aspire the said award.
DOST IX led by its Regional Director, Mr. Martin A. Wee, took the honor of receiving the prestigious award after comprehensive efforts in improving and maintaining its services to the public since receiving the Recognition for Commitment to Quality Management (Level 1) in 2012. It was during the stint of then Regional Director and cnow DOST Undersecretary Brenda L. Nazareth-Manzano that the coverage of the assessment period was conducted.
The ceremony was graced by key DOST officials Secretary Fortunato T. dela Peña and Undersecretary Brenda L. Nazareth-Manzano. Also present during the ceremony were PQA Organizers / Steering Committee headed by Secretary Ramon M. Lopez from the Department of Trade and Industry, Atty. Engelbert C. Caronan, President of the Development Academy of the Philippines and also the PQA Administrator for Public Sector, and Mr. Warren M. Enteria, the President of Philippine Society for Quality, Inc. as the PQA Administrator for Private Sector to officiate the awarding.
This year’s Philippine Quality Award Ceremony is intended specifically for 16 agencies and organizations across the country who successfully bagged the award for the 18th to 20th Cycles of PQA (2015-2017). Aside from DOST IX, the DOST IV-A and the DOST’s Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD) have also been conferred with PQA Level 1.
The PQA is the highest level of national recognition for exemplary organizational performance. It is a global competitiveness template that aims to encourage and engage public and private organizations and other stakeholders to strive for and attain performance excellence. It is a national award program that recognizes achievements of public and private sector organizations in their journey towards performance excellence. It is a national quality award comparable with the Malcolm Baldrige National Quality Award (MBNQA) of the US and those in Europe and Asia. The PQA Criteria focus on the areas of Leadership, Strategy, Customer, Measurement, Analysis and Knowledge Management, Workforce, Operations and Results.
