The Department of Science and Technology (DOST) – IX will deploy the STARBOOKS digital library to 15 public high schools in Zamboanga Peninsula starting November 18, 2013. The deployment of a total of one million worth of STARBOOKS to some public schools is made possible through the initiative and efforts of the Regional Information Technology and E-Commerce Committee (RITECC-IX) with funding from DOST-IX.
The 15 recipients of the S&T kiosks include host schools during the S&T Scholarship Road Show last September 2012. Public Schools with high performance rating during the 2013 DOST-SEI Undergraduate Scholarship Examination last November 2012 were also identified among the beneficiaries. The recipients were identified as follows:

The Science and Technology Academic and Research-Based Openly Operated Kiosk Stations, or STARBOOKS, is a stand alone, onsite research kiosk that provides free access on S&T information for academic and livelihood use. The mobile library differs from other library portals as it does not require Internet connectivity to deliver information to its users. The project is aimed at providing Filipinos with relevant and latest information on science and technology. Users can access thousands of books, journals, scientific researches, technical and annual reports and other latest data and information contained at the DOST’s Science Information Network (SciNeT), Philippine eLib project sources, freely-available online resources, and subscribed databases.
The DOST-Science and Technology Information Institute will continuously build-up the STARBOOKS content to ensure that the information offered are rich, appropriate and timely. DOST expects that this project will spur a wave of S&T enthusiasts and entrepreneurs.
Since its launching last November 23, 2011 in Zamboanga Peninsula, a total of 50 school-libraries and learning resource centers in Region IX are using STARBOOKS.
Further, DOST-IX has received numerous requests of STARBOOKS from other interested learning institutions in the region. The Department will deploy the same as soon as the requesting parties are ready with the hardware requirements. STARBOOKS software is free-of-charge.
