Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.
Bidding is restricted to Filipino citizens/sole proprietorship, partnership, or organization with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.
Bid amount in excess of the ABC shall be rejected at bid opening..
Delivery of equipment is required within 60 calendar days.
Bidders should have similar on-going and completed contract / project within 3 years from the date of submission and receipt of bids.
A complete set of Bidding Documents may be purchased by interested Bidders on February 7 to March 6, 2015 before 1:29 PM from the address below and upon payment of a non-refundable fee in the following amount:
- Lot A - P5,000.00
- Lot B - P 500.00
- Lot C - P1,000.00
Also, it may be downloaded free of charge from the website of Philippine Government Electronic Procurement System (PhilGEPS) and DOST IX at http://region9.dost.gov.ph, provided that Bidders shall pay the non refundable fee for the Bidding Documents not later than the submission of their bids.

The pre-bid conference shall be open to all interested parties, however only those who have purchased the bidding documents may participate in the discussion at said conference. Bids will be opened on the scheduled date/time at the venue specified above in the presence of the Bidders and/or their authorized representative who choose to attend the bidding. Late submission of Bid Documents shall not be accepted.
DOST-IX assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of the bid.
The agency has the right to reject any or all bids, to waive formality or defects therein, or to accept such as may be considered most advantageous to the government.
